Depends on the distro.  Ubuntu presumes a network install, so the install 
media *never* contains the all of the distro's packages.  RedHat presumes the 
install is to a machine that is not on the Internet, so the install media has 
ALL of the distro's installable packages.  RedHat and CentOS had 3 (or 4) 
*CDs*, then a whole DVD, then two DVDs, now optical media has been given up on 
and the boot/install media is presumed to be a greater then 8Gig USB drive.
