It is called "Client Side Decoration", and I hate it, too.
I use the Mint document viewer, XViewer, on openSUSE and Ubuntu.

However, for my work, I frequently need PDF annotations. Xviewer
cannot handle these.
So then I use Okular. It's a big clunky KDE app but it does handle
annotations well -- I have not found any other Linux PDF viewer since
the ancient Adobe Reader that can do this.
