20.04 not get login prompt - have to hit ALT F2

HI when I boot my VM of 20.04 I dont get a login prompt - (not booting X).
When I hit ALT-F2 I then get a login prompt.

my /etc/default/grub has
GRUB_TERMINAL=console
GRUB_CMDLINE_LINUX=text

How can I get a login prompt on the initial screen ?
