i dont think linux-generic suports the Pi at all, this is plain
upstream arm64 (or armhf) with ubuntu sauce on top ... 
the Pi images should use  "linux-raspi" instead, which is upstream with
pi foundation patches and ubuntu sauce ... 
and im not sure there is a hwe version of that one ...
