Rfkill twiddling it's bits

My apologies for the previous posted half-question. Fell asleep trying to
post this question.

The question is whether anyone knows why rfkill repeatedly toggles wifi
disabled then enabled, leaving wifi unusable.

This seems to be related to something in recent updates.
