I would say installing from the Main apt repository is the best way to
get 5.10.x with Ubuntu patches on 20.04.

The OEM kernel is a staging kernel for the next Hardware Enablement
(HWE) kernel, so it's not going to be dropped and then never updated
again. It'll be bumped to a new release version. (in fact, 5.13 is
currently a branch of linux-oem for focal.
