HP ENVY 6052e Printer as a SCANNER Question

I want to clarify that I have the printer working and the scanner working
on the Ubuntu PC but it is not via hplip software.

Hplip doesn't work.
I  am using Ubuntu mate .

So using menu I use the Ubuntu add printer utility which does work. That is
after I setup on android phone and after I connect to WiFi using the WPS
method.

Also from the menu I use scan  and XSane which is also Ubuntu OS scanning
utility. That works for me.

The hplip is installed successfully
but the device manager fails to find the printer.

I am sure the hp device manager is faulty.
The closest the hp device manager comes is that it is saying a plug-in is
missing for this printer.  Unfortunately when I select the option to
download the plug-in it doesn't.
If it did download and install the plug-in then I would be able to install
the printer and maybe even scanner through the hp device manager.
