It must have been added a long time before that, and only had some
previous release name substituted with focal during the upgrade.
It also must have been failing for years, across multiple upgrades
(unless you upgraded directly from natty or earlier to focal without
going through releases in between, which is very much unsupported and
would probably have required expert intervention).

Certain. Look at
https://launchpad.net/~hplip-isv/+archive/ubuntu/ppa/+packages and it's
clear - this stuff is all very old and long since superseded by newer
versions in the official distribution.
