Autoinstall 20.04 getting 'no space left on device' during iso download

I am using this command line:
root=/dev/ram0 ramdisk_size=1500000 fsck.mode=skip autoinstall ip=dhcp url=
http://MyIp/ubuntu-20.04.3-live-server-amd64.iso cloud-config-url=
http://MyIp/user-data

To remotely install 20.04.   I reboot the machine, to start the install.
During the download of the live server iso - (about 52%) it says "no space
left on device'. Unable to find a live file system.

I am not using anything USB - this is login by ssh, setup grub to the above
kernel line - and on reboot - it should download the iso, use the
cloud-config user-data file and re-install the OS.

Any thoughts on why this error is showing ?
