I always thought that an apt update only updated the package lists used by apt,
whereas apt upgrade or apt full-upgrade *applied* the newly found fixes.
Getting new package lists is not in any way affecting operations of the system
as far as I know.

To get to a new release you have to do an apt dist-upgrade or similar.

Is that not so?
