Is this on the network running the ssh server?  If so then most likely
you have got the wrong ip address for the router.

There seems to be some confusion in this thread.  Does it work locally
if you access the server from within the local network?  I deduced
from your first post that it does work in that way, which means it is
not a problem with the server itself.

If the problem is that you cannot access it via the internet then as I
said you need to open port 22 on the router.  But that can be
dangerous, you need to be aware of the implications of that.  Also
what IP are you using to access it across the internet?
