Liam much likely will mention that the "look and feel" of a Windows
panel can only be achieved by using xfce4-panel. So probably running
JWM with xfce4-panel could be a replacement for some Windows versions.

However, the graphics issues the OP experiences are a reason to
reconsider to migrate from Windows to Linux, when the "look and feel"
of Windows is wanted, but not an UNIX alike experience. The next
hardware those friends will buy at the local discounter, comes with a
Windows driver CD ;).
