Post upgrade problems

Well after a day and a half, 21.10 (Unity) has upgraded to 22.04 (Unity
AFAICS), a few notes before my question
during the attempts to run do-release-upgrade it kept telling me to upgrade
21.10 first I did dist-upgrade 3 or 4 times and still... it seems that some
third party apps (WaterFox and the nvidoa fix "xorg-modulepath-fix" ) were not
upgraded enough, so I did full-upgrade, that did the trick
BUT
During the do-release-upgrade WaterFox & xorg-modulepath-fix were both disabled
and/or removed so why did they need to be upgraded first?
Now my post upgrade question, I had to redo xorg-modulepath-fix, but once I had
a working system again I found I have no way to access system-settings, I can
run nVidia's "config tool" but that's all, I want to change wallpaper, enlarge
launcher icons and probably a lot of other things that are in system-settings
sudo apt-cache policy, shows the gnome-system-tools are present, but
sudo gnome-systom-tools, says command not found
anyone else upgraded from an (nVidia) Unity 21.10 or 20.04 and hit the same
wall?
