ubuntu 21.10: problem to install libpq-dev

Hi colleagues

after having install ubuntu 21.10 I am not able to install libpq-dev anymore.

lsb_release -a
No LSB modules are available.

The following packages have unmet dependencies:
  libpq-dev : Depends: libpq5 (= 13.6-0ubuntu0.21.10.1) but

what can I do to fix that?
