Another 22.04 problem, reboot fails, have to power cycle

I've managed to find the current BIOS version, it's V4.6.5.3 R1.12.0,
the motherboard is a D3162-A12.

There is a (slightly) newer BIOS, version R1.16 (no others were
released between R1.12 and R1.16).  Looking at the readme with the
newer version I can't see anything much that would fix what I'm
seeing. 

There is also the problem of actually doing a BIOS upgrade without a
Windows installation on the machine.
