That's what I would do, too.

It's probably easier than rearranging them into a spreadsheet grid.
That requires a very different mindset of entering the info, and
transforming from one into another is a lot of manual work.

Whereas keeping them 1 per file, and using existing file-management
tools -- of which there are *many* -- means she can use the same tools
and methods to enter and format each recipe.

The 3rd alternative would be to use a database. Either find a FOSS one
-- LO Base springs to mind, but it's not easy -- or take an existing
general-purpose database and customise it. Both are a lot of work.

Or find an existing recipe database. Relatively easy, but then that
needs to be learned.
