You can file bugs here (you'll need to create an account if you don't
already have one):

Then, when you get to any question that you don't know the answer to,
you can go to the #ubuntu-bugs channel on Libera chat in IRC in your
IRC program or in any browser on this page (putting "ubuntu-bugs"
into the Channel box):

The folks in that channel generally answer pretty quickly, are
friendly and helpful, and will know the best way to fill out those
reports.
