Is this just an IP issue or does the ISP block inbound connections?

I've been using a home made mail system ( "mikemail") to monitor
a security camera.  The remote system periodically checks an email account
for messages and then acts on them- I use a subject and an encrypted
payload. As this can have a lot of rights it can be a security issue. 

I have a newer system with handlers for a variety of tasks
and one of them handles arbitrary scripts however I have not
deployed this yet. I was going to use it for making some software
( like TooBib ) available while allowing good records of how well it
does ( all the email is stored lol ).

Don't build unless you enjoy tinkering and are happy to have to keep
doing so. If you want really just want a filespace for your SVN repos,
I would second Synology, and would recommend a two-disk model for basic
data integrity.

A NAS is not a backup! You will still need to take backups regularly
and store them securely, preferably off-site.

Others have answered the dynamic IP issue enough, but I would add that
Synology has a built in mechanism for connecting to it from outside
that Just Works. It also supports various VPNs.
