Hi Kumar,
consider to post the edited file, you might have done something wrong,
maybe just a little typo. Also copy and paste the "show" command and
the complete output.
I can't comment on your issue, but in my experiences with...
$ rtirq --help
Usage: /usr/bin/rtirq {[re]start|stop|reset|status|force-reload}
...rebooting the machine works, applying changes without rebooting not
necessarily works ;).
I don't know what nova-compute is or does and I won't google. At least
consider to log out and log in again. Applying changes sometimes is
tricky, already when adding a user to a group, however, system limits
and priorities are way more tricky.
