since all other Ubuntu releases are on newer versions of Thunderbird you
are probably using "jammy (22.04LTS)", right?

install the cardset package,
https://packages.ubuntu.com/jammy/pysolfc-cardsets .

FWIW the path used by the package is /usr/share/games/pysolfc/, see
https://packages.ubuntu.com/jammy/all/pysolfc-cardsets/filelist .
The cardset is a suggested package of the package pysolfc, see
https://packages.ubuntu.com/jammy/pysolfc and the other way
around pysolfc is a hard dependency of the cardset package.
