Basically, manufacturers sometimes issue broken drivers.
If the printer is capable of two-sided, and the driver fails to 
implement it, you need to get onto the manufacturer.

It's not the quantity, but the fact that modern (and cheapo) printers 
misfeed occasionally, and if they do that on a 2-sided stack, you may 
not notice it, and have dozens of pages with the wrong page on verso.

PDF is the industry standard for print formatting, so it's usually more 
reliable than other formats.

Almost never. But in this case it's not the CUPS of Ubuntu dev teams 
responsible, by the sound of it, but the printer manufacturer (which is 
who? Did you say?)

I'd say well under 50%, but that's my personal guess. It's something 
most people never ask for and may not even know exists as a concept.
