Oh dear. My HP Envy 7t was doing exactly the same with exactly that key, 
so I couldn't even get as far as the pre-boot full-disk encryption 
password. It was clearly the keyboard hardware, so after unsuccessfully 
trying pressurised air and fiddling and poking at it, I went hunting 
for, and found, a replacement online (about $80 plus shipping).

Unfortunately the keyboard in this model is heat-moulded onto the
underside of the keyboard cover, and replacing it was beyond my toolset,
so it went into my local PC repair shop and they just called me to say
it's ready and working.

I'm very unhappy with the HP build quality, though. This really 
shouldn't happen on a 3-year-old laptop. It tends to indicate that they 
are ignoring their design engineers, which is almost always a bad sign 
in a company once trusted for their engineering quality.
