Upgraded to 23.10, permissions in /run now too strict

I have just upgraded my laptop from xubuntu 23.04 to xubuntu 23.10 and
now the permissions in the /run directory are too strict so, for
example, dnsmasq doesn't work because it can't read the file
/run/NetworkManager/no-stub-resolv.conf.

How can I change things so dnsmasq can read the above file?

I.e. how are the permissions of /run/NetworkManager set when the
system boots?
