You will need to create the accounts, but “importing” would be merely
selecting and dragging messages from Local Folders into whatever folders
in those accounts.

If readpst exported into MBOXes, you can just put them in
~/.thunderbird/<profile>/Mail/Local Folders/. You can have any folder
structure you like in Local Folders.

Yes, it is. For Local Folders and, if one chooses to Synchronize any
remote account folders, then those will also be in MBOX format in
~/.thunderbird/<profile>/ImapMail/<account>/.
