See my thread from March-April regarding the very same issue!
It is titled:
"Livepatch has fixed kernel vulnerabilities. Or not???"

My headless Ubuntu server 20.04.6 LTS is fully updated concerning apt and still
it displays this message about reboot *every time* I log in via ssh.
I have rebooted numerous times to no avail:

------------------------------------------------------------
Expanded Security Maintenance for Applications is enabled.

4 updates can be applied immediately.
To see these additional updates run: apt list --upgradable

New release '22.04.2 LTS' available.
Run 'do-release-upgrade' to upgrade to it.

*** System restart required. Kernel SRU period has ended ***
------------------------------------------------------------

The 4 packages to update are:
ubuntu-advantage-tools
fwupd-signed
python3-debian
svtplay-dl

After update/full-upgrade the same message (except the 4 updates) is still shown
on login.

So it seems we are at laest tw with this problem...
Is it a "feature" of 20.04.6 LTS?
