Jerky video playback

Hi!

I have a problem with my machine. When I play a video, it often occurs that
the playback is jerky. It's hard to reproduce. When I stop it for a few
seconds, it runs smoothly for a while. The same happens when I "cat" it to
/dev/null.

I'm using SMPlayer most of the time. When I tried VLC with a jerky video
lately, the video track became smooth. But the audio track became jerky
instead.

I have a standard PC, which is about three years old. It has 16 GB of memory
and an "AMD Ryzen 7 2700X Eight-Core Processor" CPU. The videos are on an
internal hard disk drive (the spinning kind). The main system is on an SSD.

There's another strange thing, which might or might not be related. I have
two external hard disks, which I use for backups. Both have USB 3. When I
synchronize the two, I get a data transfer rate which fluctuates between
about 20 MB/s and 150 MB/s. That's what's displayed by the "rsync" command.
I expect that this display is smoothed.

So, has anyone an idea what's going on? TIA.
