No.

I could go into lots more detail as to why, but the answer is: no.

Arm devices do not have standard firmware like PCs and Macs. Therefore
every Arm OS must be individually ported to every single different
model of Arm device. And there are thousands of them.

So, no, you can't install Arm OSes onto random devices.

There are a handful of phone OSes. Look into them. E.g. PostmarketOS.

There are also special Arm distros for Arm kit. Read up on Armbian.
