You literally objected to a rather mild message asking people "Please
don't leave mean and nasty comments". It's hard not to conclude from
that that you think that it's important to be allowed to be mean and
nasty to people. It's perfectly possible to have constructive feedback
even on complex systemic problems without being mean and nasty.

I've been in this business for a long time, and I've been on the
receiving end of a lot of direct abuse from users. I have a pretty
thick skin by this point - but people shouldn't have to have a thick
skin to work on Ubuntu. It's not OK.

More pragmatically, the people we pay to work on Ubuntu are talented
professionals who often have a certain amount of flexibility in what
they choose to work on; the Canonical management structure will have its
views that influence scheduling, for sure, but a fair part of what
developers choose to work on is still driven by what they find
rewarding. Being nasty to developers in bug reports is a good way to
ensure that they open the bug, sigh heavily, close it again, and go and
find something else less soul-destroying to do - I've been there.
