Actually, for the most part OEMs in the US mostly/only sell MS-Windows desktop
boxes. Yes, one can get Linux or "FreeDos" machines from Dell and maybe some
other OEMs, but these are generally burried deep in their websites and/or only
offered to businesses, and pretty much not available at storefronts like
Walmart or Best Buy, etc. Australia is not really "unique" here. The new OEM
market for *desktop* computers is pretty much MacOSX (from Apple) or
MS-Windows (all the other major OEMs). And in any case, buying a non-Apple OEM
machine means paying the M$ tax, even when MS-Windows is not actually
installed on it. About the only segment of the "OEM" market with Linux
pre-installed [sort of] is the ARM SBC world -- eg variously flavored Pis
(Raspberry, Orange, Banana, Rock, etc.) and things like HK's Odroids (a HK
Odroid M1 with a MVE SSD makes a great little desktop machine).
