Login to cloud images

I’m trying to figure out how to log in to an Ubuntu cloud image. This one in particular:

https://cloud-images.ubuntu.com/releases/22.04/release/ubuntu-22.04-server-cloudimg-amd64.img

I’m using Cloudstack and it boots and puts me at a login prompt, but it doesn’t seem to bring up the network so I can’t ssh in with my key. What’s the right way to do this?
