Actually pacman requires the same procedure as apt does. IIUC the Google
chronjob is related to Ubuntu release upgrades. Since Arch is a rolling
release, IOW it has got no releases, there is no procedure for release
upgrades. However, a rolling release from time to time requires manual
intervention by the users. Such interventions are announced by the home
page and by the Arch-announce mailing list. Those are quasi kind of a
counterpart to Ubuntu's do-release-upgrade.
