Neither of these is exactly right although both are close.
MATE is not GNOME 2, but it is _based_ on GNOME 2.
It's a fork: a continuation of the original GNOME 2, but using a
different name because the GNOME foundation owns that trademark.
The MATE team are modernising the GNOME 2 codebase, and the latest
version, MATE 1.26, is based on the original GNOME 2 code but now
updated to use Gtk3 instead of the now very elderly and unsupported
Gtk2.
Fun side note:
MATE is in capitals to indicate it isn't the English word "mate".
"Mate" is a herbal tea drunk in Latin America; the MATE project is
Argentinian. It is pronounced "mat-ay" or "mar-tay" not "mayt". The
tea is sometimes spelled "maté" in English to show this.
