I've just realised that my other xubuntu 24.04 system doesn't have the
same problem/bug. When I reboot that system it goes immediately to
the xubuntu spinner for a few seconds and then reboots.
So I guess the 'correct' thing to happen would be for the spinner to
appear immediately.
The system with the problem is a new installation, i.e. xubuntu 24.04
was installed on an empty disk. The system without the problem has
been upgraded through several xubuntu versions.
