That should have more appropriately, included "and, has used it", as, 
whilst I am aware of many things of which I have no experience, such as 
using dynamite for fishing, I cannot give a qualified assessment of them 
(other than believing that using dynamite for fishing, is a pretty 
indiscriminate way of killing life forms in the water).
