cpupower

Hi - I use cpupower command... I needs specific linux tools based on the
kernel.

I do this command for a new kernel (HWE 22.04)
apt-get install -y linux-tools-common linux-tools-$(uname -r)

When I do apt update, apt upgrade why does it not install the new
linux-tools-(uname -r) automatically for the new kernel ?
how can I get it to do it automatically ?
