mysql.cnf -- owner??

Hi.

two ubuntu test systems. both have "root:root" for the /etc/mysql/my.cnf.

system 1 gives
 rmysql -uroot -p
mysql: [Warning] World-writable config file '/etc/mysql/my.cnf' is ignored.
  but user can log in/access

system 2 gives
 rmysql -uroot -p
  but user can log in/access

same ubuntu version..

so, what/who should be the owner? which base file should be set, given
the symlink?

and, any reason why one gives the error/warning, and the other doesn't?
