Excess .config files

My wife has over 21,000 files under .config, of which
.config/google-chrome occupies a nice tidy little 1,238,508k.

How safe is it to delete the excess directories (and those which have
been unused for a long time)?

Actually, I just looked and mine is over 1.8G.  Hmm...

I searched for this on the web, and it seems to be relatively
comforting (the local .config files are for just the one user), but it
seems to me that 21000+ is excessive - which ones (and how many)
should be safe to remove?  Maybe a better question is what is the best
way to clean up the mess of excessive .config files?
