PS: IIRC this wasn't from China, but somebody who sold licenses from
England. It didn't come with a Window account, I subscribed for my own
account and then used the valid code to activate the Windows 11 VM.

Keep in mind that a lot of hardware is sold with Windows and an
activation code, while not everybody needs it, hence chances are good
that you get a valid activation code for less money.

In contrast to the use of leaked licence activation services, the resale
of unused licences is not even questionable.
