On install: Unable to find a medium containing a life file system

Trying to Ubuntu 24.04 on an HP TP01-2xxx computer.

Turned off Secure Boot, it had raid on by default and I changed ahci,
read usb3 ports have some issues so Ive tried all the ports on the 
machine..
still having issues.

Putting in the stick it does come up to ubuntu on the screen and then about 
a 20
second wait to this:

"stdin: Invalid argument (about 50 lines of that)
Console: switching to colour frame buffer device 210x65
Unable to find a medium containing a life file system. Attempt
interactive network from a URL? yes no (default: yes) _ "  at this point 
the
keyboard has lost power and you cant select yes.

Ive just used this drive to reinstall on my laptop and install on other 
computers
but even though, I created a new stick - same issue. I tried with a 
different brand
usb -  same issue.

Enabling IOMMU controller seemed to help some - I dont have that option.


Suggestions on what else to try?
