25.04: Upgrade temporarily offered, but not anymore

Well, if you look at the bug you'll find that Julian Klode (the
maintainer of apt in Ubuntu and debian) is actively working on it and
there is a branch linked with a fix in "Needs Review" state ...

I guess he's just lazy with the paperwork and simply hasn't assigned it
to himself ... once the branch had a peer review and has landed it
should go forward pretty quickly.
