It is a skin designed to look the same, but based around Gtk4.

Then I suggest you try the MATE desktop instead.
Me personally, I prefer Xfce, which can look exactly like that. It's
lighter and simpler and cleaner. The optional xfce4-panel-profiles
tool lets you switch layouts with 1 click. One layout is GNOME 2. But
it is a different tool for a different desktop.
If you want things how they were, then you want MATE.
