Not me. That was the OP.

The default is that you cannot ssh or scp INTO another system on the 
same network (same OS).

I can ssh/scp out to other systems on the Internet (eg my 
externally-maintained web server) but unless I add those two lines, it 
is impossible to ssh/scp from my laptop to my desktop and vice versa. I 
also use AndFTP on my phone to push photos and downloads over to m 
desktop, and that's also not possible unless those two lines are present 
on the target device.
