'sudo 0u www-data' -- not working??!!

Hi.

Running ubuntu 20.04.

trying to run the cmd:
sudo -u www-data  -composer create-project  laravel/laravel testb

Get the error..
usage: sudo -h | -K | -k | -V
usage: sudo -v [-ABkNnS] [-g group] [-h host] [-p prompt] [-u user]
usage: sudo -l [-ABkNnS] [-g group] [-h host] [-p prompt] [-U user]
            [-u user] [command [arg ...]]

Also, tried to test using
 sudo -u www-data
      as a test,

 same response!!

Now, I thought this used to work!

As a test to make sure 'www-data' exists

chown www-data:www-data foo    work.. with www-data as the owner.

Searching the net.. can't seem to find what I screwed up on.
