These things are relative.
I liked KDE 1.x.
KDE 1 was the FOSS desktop that made Linux usable on the desktop for
me. Before that the offerings were either inadequate (Fvwm95) or
proprietary (Looking Glass, IXI x.desktop) or otherwise not generally
applicable. I only ran it on servers.
I found KDE 2.x overcomplicated and a pain.
KDE 3.x was so fiddly and with so very many duplicated options, I
switched desktops.
KDE 4 ruled it out of consideration forever and nothing since makes me
want to reconsider.
So, yes, KDE 3 was a bloated mess IMHO and I would prefer to use Unity
or Xfce. A fork of KDE 3.x has zero appeal for me: it's a continuation
of the version that made me abandon the project after several happy
years.
