python pip install TTS confusion on 24.04

As root or as my users I get the same thing
pip install TTS
error: externally-managed-environment

create a virtual environment using python3 -m venv path/to/venv.

virtual environment for you. Make sure you have pipx installed.

So then I tried
$ python3-pip install TTS
Command 'python3-pip' not found, did you mean:
command 'python3-pie' from deb python3 (3.12.3-0ubuntu2)
apt-file search bin/python3-pip
returns nothing.
What am I missing ?
