Strange xscreensaver aftereffect on Xubuntu 24.04

I have used xscreensaver for my machines for years - probably more
than a decade. However, on my current (5+ years) configuration, I've
disabled the screen power controls because back then, whenever that
was), it wasn't working right and didn't always come back after a
lock-up.

I decided to turn it back on and see what happens, and it seems to be
working perfectly, except for one odd detail. When I unlock the screen
after it has blacked out (shut off), the Display Setting app shows up
behind where the unlock window goes away on entering my password.

I have a vague memory of this form before I disabled the screen power
control - it might be why I disabled that to begin with.

H/W: Asus TUF mobo, AMD Ryzen9 CPU, 32Gb RAM, Nvidia GEforce 1030, LG
32" 2k monitor

Is this normal? Does anyone else see this?
