setup sudo root for new server

hey Karl.
here's the situation..
I can set up a do instance
I can set up ssh
I can setup a generic user "tom" and the root user
Tom can ssh into the srvr. root can't
I can install as root. apt get....
this gets apache installed.
apache.. using defaults deals with the /var/www/html/abc for sub projects
at the same time, the user is www-data for the apache dirs.
my question is how do I let user "tom" access and modify the apache
processes as well as dirs/project
is this a wheel thing a group thing a sudden thing?

or if u have a site/link to walk through this. haven't seen one yet.
obviously just saying here's root isn't the soln.
