keepassxc keeps forgetting location of its database

I use the snap version, but I don't think the issue is with it.

The PPA is listed on the Keepassxc download page.

And the PPA version is at 2.7.10 which is the latest stable release 
available for all platforms, Win, MacOS, and Linux. It was released back 
in March.  If you're version is different, I'd check your apt sources 
file for errors. You may need to remove and then re-add the PPA source.
