the PC is duel boot (well quad boot really) to the send email I booted into a 
working os

I have now found am answer on a Discord thread on the same problem (not found 
before because had to join)

it was nmcli not managing my device for some reason. Solved by creating a blank 
file in
 /etc/NetworkManager/conf.d/10-globally-managed-devices.conf  

terminal:
    sudo touch /etc/NetworkManager/conf.d/10-globally-managed-devices.conf
