my NTFS external HDD, not seen by desktop, but is by laptop

The Problem
I have the same version of Kubuntu on a laptop and desktop. A new
external HDD (SATA, but not SDD), that connects via USB, is seen by the
laptop but not the desktop. I can read and write to it when connected
to the laptop. I cannot do this on the desktop, and Dolphin does not
list it as a Removable Device.
GParted
I configured the new HDD using GParted with a laptop. I connected the
external HDD via USB to the laptop, booted the laptop from the GParted
bootable DVD. GParted saw both HDDS, the existing HDD was bootable as
sda, and the external USB as sdb. I selected sdb and made a new
partition table as follows:
Create as: Primary Partition
File system: ntfs
To my knowledge the whole HDD is one partition of 931.51GiB.
ISSUE
This command, “cat /etc/issue”, on both machines has this output:
“Ubuntu 24.04.1 LTS \n \l”
FDISK
On the laptop, which sees the external HDD connected via USB, the
command “sudo fdisk -l” outputs as follows:

and the external USB HDD

The same command, “sudo fdisk -l”, was used on the desktop, after
inserting the external HDD via USB. The two internal HDDs were seen but
not the external USB drive.
